Preamble 
- Whereas recognition of the inherent dignity and equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world, 
- Whereas disregard and contempt for human rights have resulted in barbarous acts which have outraged the conscience of humankind, 
- and the advent of a world in which human beings shall enjoy freedom of speech and belief and freedom from fear (which consists of freedom from arbitrary incarceration, torture and arbitrary killing) and freedom from want has been proclaimed as the highest human aspiration, 
- Whereas it is essential, if a person is not to be compelled to have recourse, as a last resort, to rebellion against tyranny and oppression, that human rights should be protected by the rule of law, 
We take as reference point of our actions the atrocities of the systematic psychiatric mass killing in the gas chambers of the "Aktion T4", which started in 1939 as a medical-biological campaign in Germany, followed by the extermination camps in occupied Poland. 
 
We emphasize that the defeat of those barbarous acts, history's worst case of dehumanization and violations of the norms of civilization, was also the basis for the UNO Universal Declaration of Human Rights of 1948 after the Nuremberg trials. 
 
1. Name and seat 
The association is established under the name "International Association Against Psychiatric Assault" (IAAPA) according to the civil law 60 FF, civil code (ZGB) with its seat in Basel, Switzerland. 
 
2. Purposes and aims 
(A) The association is a group of people whose aim is to abolish psychiatric coercive measures altogether by 
a) promoting Human Rights principles as they are defined in the Universal Declaration of Human Rights of the United Nations dated December 10, 1948, and any other human rights instrument consistent with the aims and purposes of this organization 
 
b) co-operating with Human Rights organizations, in particular with the High Commissioner for Human Rights of the United Nations. 
 
c) undertaking other work in support of these aims and principles 
 
(B) The association is an international Human Rights organization in the field of psychiatric coercion. We call on all members of the human family to recognize the fundamental rights of self-determination, liberty, and human dignity - that is the legal status of a "human being" - of persons who suffer from psychiatric persecution, psychiatric incarceration and psychiatric torture. Particulary those who have personally experienced psychiatric persecution, psychiatric incarceration and psychiatric torture are welcome to join the association. 
 
We declare, that 
a) A human being is a being born of another human being. 
 
b) There is no distinction possible between the fundamental human rights of one human being from another, no matter how unusual a person may look, think and/or express his/her thoughts. 
 
c) Hereby we emphasize the function of the articles of the UNO Universal Declaration of Human Rights to define basic rights of any human being. 
 
d) We declare the use of psychiatric vocabulary as a libel and medical slander, biological and racial discrimination, especially when it claims to describe a person's behavior as caused by a genetic or brain disorder. 
 
e) We declare as forms of torture all psychiatric persecution, psychiatric incarceration and psychiatrically forced bodily acts and intrusions, such as treatment with drugs, electroshock, psycho-surgery, four point restraint and others. These have been consistently defined as torture by persons from all around the world and through the whole existence of coercive psychiatry, regardless if a person is deemed mentally "incompetent" by medical professionals that the procedure is ordered or carried out by medical professionals and that the place of the procedure is declared a "medical institution" called a "hospital". 
 
f) Based on the above arguments we declare psychiatric coercion to be "fear" as it is defined in the UNO Universal Declaration of Human Rights. Every human being has the basic right of freedom from fear. 
 
g) We recognize psychiatry based on coercion, force and violence as a crime against humanity, since it denies individuals the status of a human being, endowed with inalienable human rights, by describing their soul in a biological-medical fashion as "ill" and having a biological-medical "mental illness", thus legally justifying all forms of violence against them. 
 
h) We deny that the UNO General Assembly is entitled, by supporting this psychiatric biological racial doctrine, to exclude a part of the human family from being recognized as human beings and we therefore call upon the nations of the world to abolish the UN resolution 46/119 of December 17, 1991. This resolution violates the basic principles of the UNO Universal Declaration of Human Rights of 1948. This resolution is an assault on the inherent dignity of all members of the human family and on their equal and inalienable rights, the foundation of freedom and justice. 
 
(C) The association is a democratically run, religiously and politically neutral body, however the association is based on an anti Nazi and anti neo-Nazi stand. By "Nazi"is meant a radical biologicalization of politics: the denying of the legal status of "human being" from certain groups in society based on biological grounds. 
 
3. Resources 
In the pursuit of the association's aims, all association-internal discussions, applications and resolutions will be made in English and, if necessary, published in English. So that no travel expenses are incurred, the internet will be the means of communication for all internal discussions, general assemblies of the members and the adoption of resolutions. The thereby incurred internet costs will be carried by the members themselves. Because of exclusive communication by means of the internet there are never any secret votings. 
In order to pursue the aims of the association, contributions of the members as well as donations and yields of all kinds will be at its disposal. 
 
4. Membership 
Only natural persons can become a member and must prove his/her identity by means of a copy of a personal document (passport, identity card or driving license) to the association and who is prepared to communicate with the other members via the internet. Additionally it is indispensable to have an e-mail address for the whole duration of membership. 
The acceptance of new members can take place at any time. Applications for membership are to be addressed to the secretariat, which submits it for a decision at the next general assembly of the members. 
 
5. Termination of membership 
The membership ends in each case with the death of the member or if he/she relinquishes his/her e-mail address without obtaining an alternative one or does not inform the secretariat of his/her new e-mail address. If she/he obtains a new e-mail address before the end of the year for which she/he has already paid dues, and so informs the secretariat, her/his membership shall be automatically reinstated. In addition, resignation from the association is possible at any time and must be addressed in writing and sent by post to the secretariat. In all of these cases, membership dues for the current year will not be refunded. 
A member can be excluded from the association by the general assembly without any reasons being noted in the resolution authorizing the exclusion. Before an exclusion, the member is to be heard by the general assembly of the members. One reason in particular, which leads to the exclusion from the association, is the passing on of data or resolutions which the general assembly decides are to remain confidential. 
 
6. Organs of the association 
Organs of the association are: 
- The general assembly of the members according to Article 7; 
- The secretariat, who will also manage the bookkeeping and finances 
- The general assembly administrator and his/her deputy 
- Representatives of the association, who for each task or project will be determined by the general assembly according to their mandate and who will also publicly represent the association. These representatives can be also be outward agency-authorized members of a committee formed by association members at a general assembly. 
- The person/s assigned with the task of designing the websites of the association with the homepage address: "www.iaapa.ch" as being the official organ for publication. 
 
7. The general assembly of the members 
The general assembly of the members is the highest organ of the association. The general assembly takes place at least once a year, whereby it is desired that many regular general assemblies take place each year. The general assemblies take place on the internet in a IAAPA chatroom and preparations for them will be made in the membership-only newsgroup. Discussions of decisions will take place at a different time as the voting by the general assembly. Because of the particular format of the general assembly via the internet chatroom, the general assemblies will take place as an assembly for gathering the votes on resolutions and topics of the agenda previously discussed. 
 
The secretariat organizes the technical requirements, i.e. a closed chatroom, for which all members receive the necessary password for logging in. The saving of chat protocols and voting protocols will also be taken care of by the secretariat. 
 
Moreover, by means of the above mentioned password, all members can maintain a "bulletin board" on the website of the association for the purpose of requesting and publishing of requests and agenda points for the next general assembly, as well as resolutions by previous general assemblies which are for members knowledge only. The internal newsgroup is part of the "bulletin board", which is incorporated into the preparation for the general assembly. During the six days before the voting is to take place, resolutions, suggestions etc. are discussed in this internal newsgroup, so that on the day of the voting, discussion becomes unnecessary, as opinions about the resolutions etc. have already been given. On the day of voting, the chatroom serves above all to organize all decisions by the general assembly by the votes concerning resolutions etc. 
 
Additionally at least once a year the secretariat will provide a full list of the current e-mail addresses of the members. The members agree by entry to IAAPA to this e-mail address exchange among themselves and commit themselves to treat these e-mail addresses confidentially, not only during their membership but also afterwards and to destroy the list and all copies thereof after termination of membership. A resolution will also be regarded to be valid even without a general assembly according to the here-mentioned rules when all members on the last e-mail list sent by the secretariat, receive an e-mail with the request for this resolution 6 days before the voting and 60% of the members within this e-mail list reply by e-mail to all others on the list, agreeing to the requested resolution in the 24 hour period following the end of the 6 day deadline. Resolutions concerning changes to the statutes, dissolution of IAAPA or its joining another organization are not included in this exemption stipulation. 
 
The schedule for the next general assembly will be posted on the homepage of the association. Suggestions for the agenda and requests to the general assembly will be accepted up to six days before and posted on the "bulletin board". Posting of the schedule is considered as sufficient invitation for a general assembly and requires no further written form. 
 
For a general assembly with a request for the "dissolution of the association" or "merging with another organization", all members have to receive an e-mail from the secretariat four weeks in advance with the invitation to the mentioned general assembly, in which the decision about putting the resolution of dissolution on the agenda is to be made. 
 
Within the association an open discussion of the arguments and opinions for each resolution and topic of the agenda will take place in the newsgroup during the 6 days before the general assembly voting. 
The general assembly has in particular the following authority: 
- objections against the minutes of the previous general assembly; 
- adoption of the agenda of the general assembly 
- selection of a general assembly administrator for maximum 2 years, whereby a re-election is possible. 
- selection of the secretariat for maximum 2 years, whereby a re-election is possible. 
- selection and distribution of mandates of other representatives of the association according to article 6 for maximum 2 years, whereby a re-election is possible. 
- approving of the annual report of the secretariat; 
- approving of the annual accounting, the review report and approval of the budget; 
- deciding the amount of membership dues within the framework of article 10; 
- approval of the organs; 
- decreeing of regulations; 
- adoption of resolutions over exclusions from the association; 
- adoption of resolutions over changes to these statutes 
- adoption of resolutions over date and point in time of the next general assembly as a mandatory part of each general assembly up to the 
- adoption of resolutions over the dissolution of the association or merging with another organization. This request must have been decided by the previous general assembly. 
- adoption of resolution to call a general assembly to decide on dissolution of the association 
- adoption of resolutions over the use of the liquidation proceeds in the case of the dissolution of the association. 
- and any other powers necessary to carrying out the business of the organization 
 
Each general assembly is valid, - regardless of how many members participate - whose date is decided during the last general assembly and which is announced on the homepage of the association at least 6 days beforehand. The general assembly during which the dissolution of the association or merging with another organization is requested, can decide any resolution only with participation of at least 50 % of the members. 
All general assemblies are led on the internet by the administrator or in her/his absence, her/his deputy. 
 
Logs will be made of all general assemblies and votecasting; the resolutions will be published on the IAAPA website. The voting results are only published internally. If within a month after the general assembly no resolutions are contested, the postings in the internal newsgroup and the logs are to be destroyed. As soon as any member has an objection against resolutions or the chat minutes or the voting results, the logs are carried forward and may not be destroyed at least up to the next general assembly where the decision is made over the further period for safekeeping. 
 
Each member in the general assembly has one vote. 
The adoption of resolutions in the general assembly takes place with a simple majority of the delivered votes. Resolutions concerning modification of the statutes, dissolution of the association or merging with another organization requires a 80% majority of the delivered votes. 
Concerning the necessary procedure for the dissolution of IAAPA or merging with another organization, these statutes can only be changed in compliance with the same conditions as required for the dissolution of IAAPA or merging with another organization. 
 
8. The executive committee 
The executive committee consists of one or more persons, namely those functionaries selected by the general assembly and are selected in each case for a maximum of two years. Re-election is admissible. Premature voting out or resignation is at any time possible, however only by a constructive vote of no confidence, thus a simultaneous election of a successor. 
 
The respective functionaries, who represent the association publicly, are published with their respective mandate and e-mail address on the IAAPA homepage. 
With this publication, the authorization to sign for the association, limited to the respective mandate, becomes valid. If several functionaries together receive the same mandate or form a committee, the general assembly must decide who is authorized to sign for the association and in what manner. 
 
9. The reviewing committee 
The reviewing committee consists of one or two persons. A legal entity, e.g. a trust company, can also be determined by the general assembly to be the reviewing committee. 
The reviewing committee is selected for two years. Re-election is admissible. During this selection the geographical proximity to the secretariat should be taken into account. 
Once a year the reviewing committee makes a report to the general assembly. During the year it can at any time demand access to the bookkeeping of the association. 
 
10. Member dues and legal liability 
Annual membership dues are determined a maximum of once annually by the general assembly. The annual membership dues amount to not more than 100 Swiss Francs per member. 
The association is liable only up to the sum of its capital. Personal liability is excluded for all members. 
 
11. Business year of the association 
The business year of the association is identical with the calendar year 
 
12. Dissolution of the association 
In the event that the association is resolved, the general assembly of the members decides on the use of any possible liquidation proceeds, which must be donated to an institution with the same or similar aims. Distribution of these proceeds among the members is prohibited In this connection, if no resolution is made, the proceeds are to be transferred to the High Commissioner for Human Rights of the United Nations. 
 
13. The entry into force of the statutes 
These statutes will be assumed on the occasion of the founders' general assembly of 21st of October 2002 and immediately put into effect.

Präambel 
- Da die Anerkennung der angeborenen Würde und der gleichen und unveräußerlichen Rechte aller Mitglieder der Gemeinschaft der Menschen die Grundlage von Freiheit, Gerechtigkeit und Frieden in der Welt bildet, 
- da die Nichtanerkennung und Verachtung der Menschenrechte zu Akten der Barbarei geführt haben, die das Gewissen der Menschheit mit Empörung erfüllen, und 
- da verkündet worden ist, daß einer Welt, in der die Menschen Rede- und Glaubensfreiheit und Freiheit von Furcht (bestehend aus der Freiheit von willkürliche Inhaftierung, Folter und Tötung) und Freiheit von Not genießen, das höchste Streben des Menschen gilt, 
- da es notwendig ist, die Menschenrechte durch die Herrschaft des Rechtes zu schützen, damit der Mensch nicht gezwungen wird, als letztes Mittel zum Aufstand gegen Tyrannei und Unterdrückung zu greifen, 
nehmen wir die Gräueltaten der systematischen psychiatrischen Massenmorde in den Gaskammern der "Aktion T4", die 1939 als medizinisch-biologistische Kampagne in Deutschland angefangen hat, der dann die Vernichtungslager im besetzten Polen folgten, als Referenzpunkt unseres Handelns. 
 
Wir betonen, daß die Niederlage dieser barbarischen Taten, dem schlimmsten Fall in der Geschichte von Entmenschlichung und Verstößen gegen gesellschaftliche Grundnormen, 1948 nach den Nürnberger Prozessen auch die Grundlage für die Allgemeine Erklärung der Menschenrechte der Vereinten Nationen war. 
 
1. Name und Sitz 
Unter dem Namen "International Association Against Psychiatric Assault " (Internationale Vereinigung gegen psychiatrische Gewalt) besteht ein Verein im Sinne der Art. 60 ff. Zivilgesetzbuch (ZGB) mit Sitz in Basel, abgekürzt IAAPA. 
 
2. Zwecke und Ziele 
(A) Der Verein ist eine Verbindung von Menschen, die sich zum Ziel gesetzt haben, psychiatrische Zwangsmaßnahmen insgesamt abzuschaffen, indem wir 
a) für Menschenrechtsprinzipien, wie sie in der Allgemeinen Erklärung der Menschenrechte der Vereinten Nationen vom 10.12.1948 definiert sind und jedes andere Menschrechtshilfsmittel, das mit den Zielen und Zwecken dieses Vereins übereinstimmt, werben. 
b) mit Menschrechtsorganisationen zusammenarbeiten, insbesondere mit dem Hochkommissariat für Menschenrechte der Vereinten Nationen. 
c) andere Vorhaben zur Unterstützung dieser Ziele und Prinzipien unternehmen 
 
(B) Der Verein ist eine internationale Menschenrechtsorganisation im Bereich der Zwangspsychiatrie. Wir rufen alle Mitglieder der Gemeinschaft der Menschen auf, das Grundrecht auf Selbstbestimmung, Freiheit und menschliche Würde - was der rechtliche Status eines Menschen ist - von Personen, die unter der psychiatrischer Verfolgung, psychiatrischer Einsperrung und psychiatrischer Folter leiden, anzuerkennen. Dem Verein können insbesondere Menschen beitreten, die psychiatrische Verfolgung, psychiatrischer Einsperrung und psychiatrischer Folter am eigenen Leib erfahren haben. 
 
Wir erklären, daß: 
a) Ein Mensch wird von einem anderen Menschen geboren 
 
b) Es ist unmöglich zwischen den Menschenrechten eines Menschen gegenüber denen eines anderen zu unterscheiden, egal wie außergewöhnlich er aussehen und denken oder wie auch immer er seine Gedanken ausdrücken mag. 
 
c) Hiermit betonen wir, daß die Artikel der Allgemeine Erklärung der Menschenrechte der Vereinten Nationen Grundlage sind, um grundlegenden Menschenrechte zu bestimmen 
 
d) Hiermit erklären wir, daß wir den Gebrauch von psychiatrischen Begriffen als medizinische Verleumdung , als biologistisch-rassistische Diskriminierung betrachten, insbesondere wenn es darum geht, das Verhalten eines Menschen als eine genetische oder geistige "Krankheit" zu bestimmen 
 
e) Hiermit erklären wir als eine Art Folter: psychiatrische Verfolgung, psychiatrische Einsperrung und körperlichen psychiatrischen Zwang zum Eindringen in den Körper - Behandlung mit Drogen, Elektroschock, Psychochirurgie, Fixierung u.a. Diese Maßnahmen wurden seit Bestehen der Zwangspsychiatrie immer und immer wieder von Menschen überall auf der Welt als Folter bezeichnet, unabhängig davon, ob jemand von medizinischem Personal als "geschäftsunfähig" bezeichnet wurde, daß diese Maßnahmen von medizinischem Personal angeordnet oder ausgeführt werden und der Ort dieser Maßnahmen eine "medizinische Einrichtung" namens "Krankenhaus" sein soll. 
 
f) Basierend auf den vorigen Argumenten, erklären wir hiermit psychiatrischen Zwang als "Furcht" ("Fear"), wie sie in der Allgemeine Erklärung der Menschenrechte der Vereinigten Nationen definiert ist. Jeder Mensch hat das Recht auf Freiheit von Furcht. 
 
g) Wir erkennen eine Psychiatrie, die auf Zwang und Gewalt basiert, als ein Verbrechen gegen die Menschlichkeit, da sie Individuen den Status eines Menschen mit seinen unveräußerlichen Menschenrechten vorenthält, indem sie deren Seele auf eine biologisch-medizinische Weise als "krank" bezeichnet und von einer biologisch-medizinischen "geistigen Krankheit" spricht, und damit juristisch alle Arten von Gewalt gegen sie rechtfertigt. 
 
h) Wir bestreiten, daß die Mitgliederversammlung der UN das Recht hat, einen Teil der Mitglieder der menschlichen Gemeinschaft davon auszuschließen, als Menschen anerkannt zu werden, indem sie diese psychiatrische biologisch - rassistische Doktrin unterstützt. Deshalb appellieren wir an die Völker der Welt, die UN Resolution Nr. 46/119 vom 17. Dezember 1991 abzuschaffen. Diese Resolution verstößt gegen die Grundprinzipien der Allgemeine Erklärung der Menschenrechte der Vereinigten Nationen von 1948. Diese Resolution ist ein Angriff auf die menscheneigene Würde aller Mitglieder der menschlichen Gemeinschaft und ihre gleichen und unveräußerlichen Rechte, der Basis für Freiheit und Gerechtigkeit. 
 
(C) Der Verein ist demokratisch organisiert, religiös und politisch neutral, aber der Verein ist auf eine Anti Nazi und Anti Neo-Nazi Haltung festgelegt. Unter "Nazi" ist eine radikale Biologisierung der Politik zu verstehen: Dass bestimmten Gruppen in der Gesellschaft aufgrund biologischer Zuschreibungen der rechtliche Status eines Menschen bestritten wird. 
 
3. Mittel 
Zur Verfolgung des Vereinsziels werden alle vereinsinternen Diskussionen in Englisch geführt, Anträge und Beschlüsse in Englisch gefasst und gegebenenfalls in Englisch veröffentlicht. Damit keine Reisekosten entstehen, sind alle vereinsinternen Diskussionen, Mitgliederversammlungen und Beschlussfassungen mittels Kommunikation durch das Internet organisiert. Die dabei entstehenden Internetkosten werden von den jeweils beteiligten Mitgliedern selbst getragen. Wegen der ausschließlichen Kommunikation mittels Internet gibt es auch prinzipiell keine geheimen Abstimmungen. 
 
Zur Verfolgung des Vereinsziels verfügt der Verein über die Beiträge der Mitglieder sowie über Zuwendungen und Erträge aller Art. 
 
4. Mitgliedschaft 
Mitglied können nur natürliche Personen werden, deren Identität mittels einer Kopie eines Personaldokuments (Pass, Personalausweis, Fahrerlaubnis) dem Verein nachzuweisen ist und die bereit sind mit den anderen Vereinsmitgliedern via Internet zu kommunizieren. Außerdem ist die Unterhaltung einer E-Mail Adresse für die Dauer der Mitgliedschaft unabdingbar notwendig. 
Die Aufnahme von Neumitgliedern kann jederzeit erfolgen. Aufnahmegesuche sind an das Sekretariat zu richten, das die Aufnahme zur Entscheidung der nächsten Mitgliederversammlung vorlegt. 
 
5. Beendigung des Mitgliedschaftsverhältnisses 
Die Mitgliedschaft endet in jedem Fall mit dem Tod oder wenn ein Mitglied die E-Mailadresse ersatzlos aufgibt oder ein Mitglied dem Sekretariat die Aufgabe seiner E-Mail Adresse und die stattdessen benutze neue E-Mail Adresse nicht mitteilt. Falls ein Mitglied eine neue E-Mail Adresse vor Ablauf des Jahres, für das es seinen Mitgliedbeitrag bezahlt hat, einrichtet und diese dem Sekretariat mitteilt, wird die Mitgliedschaft automatisch wiederhergestellt. 
Im übrigen ist ein Austritt aus dem Verein jederzeit möglich. Die Austrittserklärung ist schriftlich per Post an das Sekretariat zu richten. In allen diesen Fällen werden Mitgliedsbeiträge für das laufende Jahr nicht erstattet. 
Ein Mitglied kann aus dem Verein von der Mitgliederversammlung ausgeschlossen werden, ohne daß Gründe in dem Beschluß des Ausschlusses angegeben sind Vor einem Ausschluss ist das Mitglied von der Mitgliederversammlung anzuhören. 
Ein besonderer Grund der zum Ausschluss aus dem Verein führt, ist die Weitergabe von Daten oder Beschlüssen von denen die Mitgliederversammlung beschlossen hat, daß sie vertraulich bleiben sollen. 
 
6. Organe des Vereins 
Organe des Vereins sind: 
- Die Mitgliederversammlung in Form gemäß Artikel 7; 
- Das Sekretariat, das auch die Buchhaltung führt und die Vereinskasse verwaltet. 
- Der/Die Versammlungsleiter/in und deren Stellvertretung 
- Jeweils Projekt und/oder aufgabenbezogene Repräsentanten des Vereins, die den Verein entsprechend ihrem von der Mitgliederversammlung bestimmten Mandat auch nach außen vertreten. 
Diese Repräsentanten können auch nach außen vertretungsbefugte Mitglieder einer von der Mitgliederversammlung gebildeten Kommission sein. 
- Der/Die Internetbeauftragte, der die Websites des Vereins mit der Homepageadresse: www.iaapa.ch als verbandseigenes Publikationsorgan gestaltet. 
 
7. Die Mitgliederversammlung 
Die Mitgliederversammlung ist das oberste Organ des Vereins. Die Mitgliederversammlung findet mindestens ein mal jährlich statt, angestrebt sind aber viele regelmäßige Mitgliederversammlungen pro Jahr. Die Mitgliederversammlungen finden als sog. Internet Chat im IAAPA Chatroom statt und werden in einer mitgliederinternen sog. "Newsgroup" vorbereitet. Diskussion und Abstimmung von Entscheidungen der Mitgliederversammlung finden zeitlich getrennt statt. Durch die spezielle Form der Mitgliederversammlung via Internet im Chatroom, finden Mitgliederversammlungen als Versammlung zur Abstimmung von zuvor diskutierten Anträgen und Traktanten statt. 
 
Das Sekretariat organisiert die dafür von Vereinsseite notwendigen technischen Voraussetzungen, also einen geschlossenen Chatroom, zu dem alle Mitglieder rechtzeitig ein Zugangspasswort erhalten und gewährleistet die Protokollierung der Abstimmungen und das Chatprotokoll. 
 
Des weiteren erhalten die Mitglieder ein mit demselben Zugangspasswort geschütztes, allen Vereinsmitgliedern zur Verfügung stehendes "schwarzes Brett" auf den Internet Websites des Vereins zur Beantragung und Publikation von Traktanden und Anträgen für die nächste Mitgliederversammlung, sowie von Beschlüssen der Mitgliederversammlung, die nur vereinsintern bekannt gemacht werden sollen. Teil des "schwarzen Bretts" ist die interne Newsgroup als vorbereitender Teil der Mitgliederversammlung. 
In dieser Newsgroup werden in den 6 Tagen vor der Abstimmung die Anträge, Vorschläge usw. vereinsöffentlich diskutiert, so daß am Tag der Abstimmung die Diskussion entfällt, da die Aussprache zu den Anträgen usw. bereits stattgefunden hat. Der Chatroom am Abstimmungstag dient also zuallererst nur der Organisation aller Entscheidungen der Mitgliederversammlung per Abstimmungen der Anträgen usw. 
 
Zusätzlich wird mindestens ein mal jährlich vom Sekretariat allen Mitgliedern des Vereins eine vollständige und aktuelle E-Mail Adressliste der Vereinsmitglieder zur Verfügung gestellt. Die Vereinsmitglieder stimmen durch Beitritt zu IAAPA diesem E-Mail Adressaustausch untereinander zu und verpflichten sich, diese E-Mail Adressen nicht nur während ihrer Mitgliedschaft, sondern auch danach vertraulich zu behandeln oder inklusive aller Kopien zu vernichten. 
Ein Beschluß ist auch ohne Mitgliederversammlung entsprechend dem hier beschriebenem Reglement dann gültig gefasst worden, wenn allen Mitgliedern mit den E-mail Adressen entsprechend der Liste, die zuletzt vom Sekretariat verschickt wurde, 6 Tage vor einer Abstimmung der Antrag des Beschlusses zugemailt wurde und 60% der Anzahl der Mitglieder mit diesen E-mail Adressen den beantragten Beschluß innerhalb von 24 h nach Ablauf der 6 Tagefrist mit einer bestätigenden E-mail an alle E-mail Adressen der Liste zustimmen. Beschlüsse zur Satzungsänderungen, zur Auflösung von IAAPA oder Fusion mit einer anderen Organisation sind von dieser Ausnahmeregelung ausgenommen. 
 
Der Zeitpunkt der nächsten Mitgliederversammlung wird auf der Homepage des Vereins öffentlich bekannt gegeben, die Vorschläge für die Traktandenliste und Anträge an die Mitgliederversammlung werden bis 6 Tage vor der Mitgliederversammlung am "schwarzen Brett" des Vereins angenommen und gleichzeitig bekannt gemacht. Diese Veröffentlichung gilt als hinreichende Einladung zur Mitgliederversammlung und es bedarf keiner weiteren Schriftform. 
 
Zu einer Mitgliederversammlung mit dem Traktandum "Auflösung des Vereins" oder "Fusion mit einer anderen Organisation" müssen alle Mitglieder vier Wochen vorher auf Beschluß der letzten Mitgliederversammlung vom Sekretariat eine E-Mail mit einer Einladung zu dieser nächsten den Verein eventuell auflösenden Mitgliederversammlung erhalten. In den 6 Tagen vor den Abstimmungen der Mitgliederversammlung findet zu jedem Antrag und Tagesordnungspunkt eine vereinsöffentliche Diskussion der Argumente und Meinungen in der Newsgroup statt. 
 
Der Mitgliederversammlung stehen insbesondere folgende Kompetenzen zu: 
- Einwände gegen die Protokolle der letzten Mitgliederversammlung; 
- Beschlussfassung der Traktandenliste der Mitgliederversammlung 
- Wahl der Versammlungsleitung auf maximal 2 Jahre, die Wiederwahl ist möglich. 
- Wahl des Sekretariats auf maximal 2 Jahre, die Wiederwahl ist möglich. 
- Wahl und Mandatierung der anderen Repräsentanten des Vereins entsprechend Artikel 6 auf maximal 2 Jahre, die Wiederwahl ist möglich. 
- Abnahme des Jahresberichtes des Sekretariats; 
- Abnahme der Jahresrechnung und des Berichtes der Revisionsstelle sowie Abnahme des Budgets; 
- Festsetzung des Mitgliederbeitrages innerhalb des in Ziff. 10. festgelegten Rahmens; 
- Entlastung der Organe; 
- Erlass von Reglementen; 
- Beschlussfassung über Ausschließungen aus dem Verein; 
- Beschlussfassung über Änderungen dieser Statuten 
- Beschlussfassung über Termin und Zeitpunkt der nächsten Mitgliederversammlung als obligatorischer Teil jeder Mitgliederversammlung bis zur 
- Beschlussfassung über die Auflösung des Vereins oder die Fusion mit einer anderen Organisation, dieser Antrag muss von der vorherigen Mitgliederversammlung beschlossen worden sein. 
- Beschlussfassung eine Mitgliederversamlung einzuberufen, die über die Auflösung des Vereins beschließen kann. 
- Beschlussfassung über die Verwendung des Liquidationserlöses im Fall der Auflösung des Vereins. 
- und jede andere Befugnis, die notwendig für die Geschäftsführung des Vereins ist. 
 
Jede Mitgliederversammlung ist ohne Rücksicht auf die Anzahl der teilnehmenden Mitglieder beschlussfähig, deren Termin bei der letzten Mitgliederversammlung beschlossen wurde und der auf der Homepage des Vereins mindestens 6 Tage vorher angekündigt wurde. Die Mitgliederversammlung, bei der die Auflösung des Vereins oder die Fusion mit einer anderen Organisation beantragt ist, ist nur mit Beteiligung von mindestens 50 % der Mitglieder beschlussfähig. Alle Mitgliederversammlungen werden vom Versammlungsleiter/in im Internet geleitet, im Verhinderungsfall von der Stellvertretung. 
 
Über die Mitgliederversammlung ist ein Chatprotokoll und ein Abstimmungsprotokoll zu führen, die Beschlüsse sind auf den IAAPA Websites zu veröffentlichen, Abstimmungsergebnisse werden nur intern veröffentlicht. Wenn innerhalb eines Monats nach der Mitgliederversammlung keiner deren Beschlüsse oder Abstimmungen angefochten wird, sollen die internen Newsgroupbeiträge, das Chatprotokoll und das Abstimmungsprotokoll vernichtet werden. Sobald von einem Mitglied ein Einspruch gegen Beschlüsse oder das Chatprotokoll oder das Abstimmungsprotokoll vorgetragen werden, dürfen das Chatprotokoll bzw. alle Abstimmungsprotokolle mindestens bis zur nächsten Mitgliederversammlung nicht vernichtet werden und die Mitgliederversammlung beschließt über die weitere Aufbewahrungsfrist. 
 
Jedes Mitglied verfügt in der Mitgliederversammlung über eine Stimme. 
Die Beschlussfassung in der Mitgliederversammlung erfolgt mit einfacher Mehrheit der abgegebenen Stimmen. Beschlüsse betreffend Änderung der Statuten oder Auflösung des Vereins oder die Fusion mit einer anderen Organisation bedürfen einer 80% Mehrheit der abgegebenen Stimmen. Diese Statuten sind hinsichtlich der notwendigen Schritte zur Auflösung von IAAPA oder der Fusion mit einer anderen Organisation nur veränderbar unter Einhaltung derselben Bedingungen wie sie für die Auflösung von IAAPA oder der Fusion mit einer anderen Organisation erfüllt werden müssen. 
 
8. Der Vorstand 
Der Vorstand besteht aus einer oder mehrere Personen. Er besteht aus allen von der Mitgliederversammlung gewählten Funktionären, die jeweils auf maximal zwei Jahre gewählt werden. Wiederwahl ist zulässig. Vorzeitige Abwahl oder Rücktritt ist jederzeit möglich, allerdings nur durch ein konstruktives Misstrauensvotum, also gleichzeitige Neuwahl eines Nachfolgers. 
 
Die jeweiligen Funktionäre, die den Verein nach außen vertreten, sind mit ihrem jeweiligen Mandat und einer E-Mail Adresse auf der Homepage von IAAPA veröffentlicht. 
Mit dieser Veröffentlichung geht die auf das jeweilige Mandat beschränkte Zeichnungsberechtigung für den Verein einher. Falls mehrere Funktionäre gemeinsam dasselbe Mandat erhalten bzw. eine Kommission bilden, muss die Mitgliederversammlung die Art der Zeichnungsberechtigung bei der Mandatierung beschließen. 
 
9. Die Revisionsstelle 
Die Revisionsstelle setzt sich aus einer Person oder zwei Personen zusammen. Es kann auch eine juristische Person, z. B. eine Treuhandgesellschaft, als Revisionsstelle von der Mitgliederversammlung bestimmt werden. 
Die Revisionsstelle wird für zwei Jahre gewählt. Wiederwahl ist zulässig. Bei der Wahl sollte auf die räumliche Nähe zum Sekretariat geachtet werden. 
Einmal jährlich erstattet die Revisionsstelle der Mitgliederversammlung den Revisionsstellenbericht. Sie kann während des Jahres Stichproben in der Buchhaltung des Vereins vornehmen. 
 
10. Mitgliederbeitrag und Haftung 
Die jährlichen Mitgliedsbeiträge werden von der Mitgliederversammlung maximal einmal jährlich festgesetzt. Der Mitgliederbeitrag beträgt höchstens SFr. 100.-. 
Für die Verbindlichkeiten des Vereins haftet nur das Vereinsvermögen. Jede persönliche Haftung des Vereinsmitglieds ist ausgeschlossen. 
 
11. Vereinsjahr 
Das Vereinsjahr ist identisch mit dem Kalenderjahr. 
 
12. Auflösung des Vereins 
Im Falle einer Auflösung des Vereins, entscheidet die Mitgliederversammlung über die Verwendung eines allfälligen Liquidationserlöses, der einer Institution mit gleichem oder ähnlichem Zweck zuzuwenden ist. Eine Verteilung unter die Mitglieder ist ausgeschlossen. Wird diesbezüglich kein Beschluss gefasst, ist der Erlös dem Hochkommissariat für Menschenrecht der Vereinten Nationen zu übergeben. 
 
13. Inkrafttreten der Statuten 
Diese Statuten sind anlässlich der Gründungsversammlung am 21. Oktober 2002 angenommen und sofort in Kraft gesetzt worden.
